Food stamp (SNAP) enrollment would flat line and start to decline meaningfully. CAGR since the start of the great recession is up 12%. I don't think the increase of enrollment over the last five years is due to program changes or character flaws of recipients. Too bad the poor don't have enough toxic assets - then the Fed could simply buy them. Perhaps the poor can aspire to reach levels where they present a systemic risk to the economy.
